The Council of Owners and Construction Associates, Inc. is a local Construction Users Council serving the Metro-East area of Southwestern Illinois. 

The primary purpose of COCA is to increase safety awareness; and the efficiency and cost-effectiveness of the Construction Industry.

Owner/User members include the major industrial and utility firms, located in Southwestern Illinois, who procure significant construction and maintenance services.

Construction Associate members include construction companies, design and engineering firms, equipment and materials suppliers, and firms which provide other services necessary to ensure safe, well-managed, high-quality, cost-effective construction projects in the Owner/Users’ facilities.

COCA is located within the Teksolv location at 100 Lanter Ct, Collinsville, Illinois (about 15 miles east of downtown St. Louis).

  • COCA kicked off the 2019 1st Quarter Board of Directors & Joint Meeting on 3/28/19 with an Interactive Presentation “Stop the Bleed”

Board of Directors and Construction Associates joined their peers and learned about “Stop the Bleed” through a BJC presentation along with a follow-up interactive learning session.


  • COCA Board of Directors Elects New Board Officers for 2018

During our December 2017 Board of Director’s meeting, Jon Bach, Area Maintenance Manager at Afton Chemical, was elected as the Chairman of the Board of Directors.

Also elected for the Vice-Chairman position is Greg Robert, Manager Contract Management at Prairie State Generating Company and elected as the Secretary/Treasurer is Mr. Joseph Wickenhauser, Safety & Security Systems Leader, wieland Rolled Products North America.

These officer positions are filled for at least two years, with a third year option.
